It is a medium weight fleece material, the kind you'd find in a north face type coat good for 20-40 degrees (with layers). All the stitching is double and seems study. The velcro keeps the coat on even when playing/etc.
The material is water resistant, but in a steady rain I would see the dog getting wet (and then cold) after 10-15 minutes. Any outdoor-gear water repellent that is safe for fleece should resolve that concern...
The neck has its own velcro, so it can be tighter or looser depending if its under a collar or halti, etc. I thought the LED-illuminated collar would be a gimmick, but it is really visible at night. It can blink or stay steady. The collar itself is reflective, too.
The sizing chart is pretty accurate - so measure carefully and go up a size if in between. Baxter here had a 23" girth and he got a size 18, good for up to 25 or 26 I think, and it fits snugly... the smaller size would be tight on him, for sure.
